I am new to this gadget, and want's to know if there is any software through which you can change the dimension of the picture, or basically you can create a wallpaper???

Any good graphic program will allow you to change, and or scale down a picture to your specifications.

You can make your own wallpapers on your iphone with BlingCraft (diamonds) and ZenCraft (colored stones).
